In San Felipe, a fishing town on the northeast edge of Baja California, the use and transportation of gillnets have been banned by the Mexican government since 2017 as a measure to protect the rare vaquita porpoise. The nets, however, are hard to miss. On land, local fishermen clean shrimp out of the gillnets with
